You may be interested in an article that the Australian Mathematical Society is co-publishing with the Notices of the American Mathematical Society.
The article entitled "Nefarious Numbers" is by Doug Arnold and Kristine Fowler and describes an example of manipulation of impact factors which is illustrated dramatically against the background of Australian journal rankings from the last ERA round.
The article appears under Maths Matters in the March 2011 issue of the Gazette.
